The policy paper on the national budget for the financial year 2025-2026 is written to raise public awareness of the needs of the National Ministry of Finance and Planning, the Reconstituted Transitional National Legislative Assembly, the Spending agencies under Revitalized Transitional Government of National Unity (R-TGoNU), and Civil Society Organizations and other actors aiming to facilitate a constructive dialogue on the national budget process. The policy paper seeks to address the question of what is required to achieve a pro-citizen national budget that meets the needs and aspirations of the South Sudanese. The paper called for political will and commitment from the Revitalized Transitional Government of National Unity, emphasizing the need to enhance government transparency, promote citizen participation, and ensure that public funds are allocated effectively to address citizens' needs. The need for improved Public Understanding of Government Finances, promoting good governance, citizen empowerment, and inclusive development, while addressing poverty, raises some concerns in the current context. The paper analyzes the budgets of East African countries to illustrate some comparisons. Also, it proposes the National Ministry of Finance and Planning, the Reconstituted Transitional National Legislative Assembly, and the national budget priorities for the year 2025-2026. The paper is elaborated under the theme: Enhanced citizen participation in the budget process, transparent and accountable financial management, and a focus on equitable resource allocation towards crucial sectors. As noted by the paper, the budget is an essential social contract that establishes the relationship between the government and its citizens; however, budget-making in South Sudan is becoming an exercise in futility, as it is the only one renewed annually.
